Departments are Charged for Background Checks:
As of January 1, 2019, the base cost of a background check for departments is $17.50, a reduction from the prior cost of $20.00. The cost for processing Form I-9s and E-Verify cases are included in the background check charge. There is no separate charge for the Form I-9/EEV process.
As in the past, the actual cost may be higher due to additional charges for other services, such as ordering an education report, court fees, state required notifications, etc. Larger units should take this into consideration when formulating their budgets. The criminal background check includes a criminal history and Sex & Violent Offender registry checks. In addition, our current vendor, GIS, has merged with HireRight and we are currently working through process changes. It is possible that the current fee of $17.50 may increase slightly as system platform changes take place but this is yet to be determined. The Program Involving Children policy was established in April 2012 and since then a mandatory background check has been required for any faculty and academic staff, staff, temporary employees, students, volunteers or other personnel who will work with children. Please see the Program Involving Children policy above. Background Checks must have been done within the last five years, and must be repeated at least every five years thereafter.
Employment Eligibility Verification (EEV) - Form I-9, E-Verify, and Criminal Background Check required for all new hires.

Court Fees - Some 400 out of 3,000 county governments in the United States charge a fee to access their court records. Four of Indiana’s counties charge fees: Clark $5, Cass $7, Lake $7, and Marion $2. Nationally, charges average $7 and go as high as $52 in some New York counties.
Again, criminal and Sex & Violent Offender history check are required for all new Staff and temporary employees regardless of what duties and responsibilities they are hired and assigned to perform.
Mandatory background check has been required for all new hires and former employees who are rehired after a break in service if their last IU background check was completed over a year ago. Please see the University Human Resources Background Check policy above. The policy covers background checks to verify prior employment, relevant education and licenses, and criminal, sex, and violent offender history.
Foreign nationals who have not lived in the United States for over a year are not required to have a criminal background check.
One of the top priorities of Talent Acquisition Rapid Redesign, supported by executive sponsorship, was to change the process for background checks. Beginning March 1, 2018, background checks for new and rehired candidates, in accordance with IU background check policy, must be successfully completed before the candidate can begin working in a staff/temporary position at the University.
Enhanced security: Indiana University has a duty to provide a safe place for students, employees, and visitors at all times.
Enhanced processes: You will no longer have to go through the burdensome process of hiring an individual and terminating them later due to background check results. This will reduce administration barriers for you and all other parties involved in the hiring and terminating processes.
Consistency on all campuses: This process has already been in place on many of IU’s campuses, but not all. This change will help ensure that there are consistent background check and hiring practices on all campuses.
What Else is Changing?
IU Human Resources will only be approving Hire eDocs once the background check has been successfully completed.
How Can I Make this Change as Seamless as Possible?
Educate supervisors and others involved in the hiring process on why following this process is so important.
Recruit, interview, and select candidates as early as possible to avoid hiring delays.
Initiate the background check process as soon as possible once an offer has been accepted by the candidate.
Encourage candidates to complete the background check as soon as possible to avoid any possible delays in their start date.
